Referendum - Montville Township Public Schools

WHAT: YOU NEED TO KNOW

The Dec. 12 bond referendum places an important decision in the hands of voters. The ballot will address key improvements of adding space to our elementary schools and ensuring our buildings are efficient, up to date and secure.

Registered voters in Montville Township can vote in-person or vote-by-mail to cast a ballot in this special election. 

Voters will see two questions on the ballot.

Question 1 focuses on additional space including new construction of 23 classrooms and dividing 14 classrooms to make 28 rooms that are right-sized for small-group instruction. For Hilldale, William Mason and Woodmont, Question 1 proposes new construction of flexible, large-group instructional areas. Also included are parking areas at William Mason and Woodmont. Question 2 projects would strengthen our schools with stepped-up security measures, including two-stage entrances at the five buildings that don’t have them now. It would make our schools more efficient with modernized HVAC systems. For details, see the Projects and Funding pages.

Question 1: Building additions/renovations to meet demand for instructional space. Project costs = $53,002,289. Capital Reserve = $6,575,000. State aid = $3,671,775. Tax impact = $326 per year for a home assessed at $533,572, the mathematical average in Montville Township. If voters reject Question 1 but approve Question 2, neither proposal would pass.

Question 2: HVAC and security measures. Project costs = $16,980,314. State aid = $5,773,307. Tax impact = $84 per year for a home assessed at $533,572, the mathematical average in Montville Township. If voters reject Question 1 but approve Question 2, neither proposal would pass.

Question 1 must pass for Question 2 to pass. If voters reject Question 1 but approve Question 2, neither proposal would pass.

WHEN: VOTERS MUST ACT

Nov. 21 – You must be registered to vote by this date.

Dec. 5 – Your Vote by Mail application must be received by the Morris County Board of Elections on or before this date for a ballot to be mailed to you.

Dec. 11 – Last day to apply for a Vote By Mail ballot in person.

Dec. 12 –  Polls will open for in-person voting from 2 to 8 p.m. If you are voting by mail, your ballot must be postmarked by this date or hand-delivered by 8 p.m. this date to the Morris County Board of Elections in Morristown. Vote By Mail ballots cannot be submitted at the polling sites.

HOW TO: REGISTER

Make sure your voice is heard! To be eligible to vote in this election, your voter registration must be up to date by Tuesday, Nov. 21.  

  • Unsure about your registration status? Find out by using New Jersey’s Voter Search tool, which will require your name and date of birth to search for your voter registration record.

If you are not yet registered, visit the New Jersey Online Voter Registration Portal to fill out a voter registration form and upload documentation by the Nov. 21 deadline.

Printed registration forms are also available in English and Spanish

  • Completed voter registration applications can be mailed to the Morris County Commissioner of Registration, PO Box 900, Morristown, NJ, 07963-9912 or delivered in person and deposited in the drop-off box available in the Lobby of the Administration & Records Building located at 10 Court St. in Morristown.

HOW TO: VOTE BY MAIL

Voting by Mail provides a convenient and flexible approach to cast your ballot by Dec. 12.  

To check your Vote by Mail status: Contact the Morris County Clerk’s Office at 973-285-6066 or by email. If you have voted by mail in a previous NJ election, you may have already opted to receive Vote By Mail ballots automatically. Verifying your status is still recommended.

To apply for a Vote by Mail Ballot: Complete the Vote By Mail ballot application (English / Spanish) and send the application to have a ballot sent back to you by mail. The application must be received by the County Clerk’s Office by Dec. 5. You can also go in person to the County Clerk’s Office in Morristown to ask for an application by 3 p.m. Dec. 11.

To submit your Mail-In Ballot: Once you receive and fill out your ballot, carefully follow instructions for submitting it. Your ballot must be postmarked by Tuesday, Dec. 12, if you are submitting it by mail. To submit it in person, it must be delivered to the County Board of Elections by 8 p.m. the day of the vote. 

To track the status of your ballot after it has been submitted, follow the instructions provided by Morris County. 

HOW TO: VOTE IN PERSON

Registered voters in Montville Township will have the opportunity to vote in person on Tuesday, Dec. 12, at their specified polling locations.

Polls will be open from 2 to 8 p.m. To find your poll, enter your address in the state's Polling Place Search tool. 

If for any reason you are turned away at the polls, ask for a provisional ballot. A provisional ballot is ensured to be counted once election officials verify your voting eligibility and check that a valid ballot has not already been submitted.
